Clarion earned the remaining pair of first-place votes after advancing to the finals of both the PSAC Tournament and NCAA Regional Tournament last year. IUP was chosen third in the preseason poll following its winningest campaign since 2017.

East Stroudsburg paced the PSAC East in the preseason poll with four first-place votes. The Warriors tied for third in the division last year before advancing to the semifinals of the league tournament. Shepherd placed second in the poll with a pair of first-place votes after winning the division in 2022, while Shippensburg garnered the remaining two first-place votes and ranked third in the preseason poll.
